“The 16th Amendment of the Constitution, ratified in 1913, established Congress' right to impose a federal income tax”

This statement is incorrect. Congress already had the right to impose a federal income tax.

All the 16th amendment did was to clarify that because all income taxes are inherently indirect, they do not need to be apportioned. It reversed the pollock decision which treated certain income taxes as direct in the limited circumstance where the source of the income was the ownership of property.
